School Estate Management Standards

The latest School Estate Management Standards set a clearer direction for schools, multi-academy trusts and local authorities, providing a framework for more effective and consistent estate management. Responsible bodies are expected to work towards Level 3 – Fully Effective, making now a good time to understand where your estate currently stands and where improvements may be needed.

The Department for Education has introduced the School Estate Management Standards to provide a clearer framework for effective estate management across the education sector.

The standards are structured across four maturity levels, from Level 1 – Baseline, through to Level 4 – Advanced, with responsible bodies expected to work towards Level 3 – Fully Effective.

Level 3 represents a more structured and proactive approach to managing the estate. This means having clear plans, reliable information and effective processes in place to support maintenance, compliance, investment and longer-term decision-making.

The framework focuses on:

Long-term estate strategy and forward planning

Planned and preventative maintenance rather than relying on reactive repairs

Effective management of statutory compliance, health and safety

Using accurate estate information to support risk and investment decisions

Sustainability, efficiency and value for money

For responsible bodies managing school estates, working towards Level 3 means moving towards a more structured, informed and proactive approach to estate management. For organisations with limited time, budgets or in-house expertise, identifying and addressing gaps across the estate can be a significant challenge.

At Level 3, responsible bodies should be working towards:

Having a strategic estate management plan that supports the organisation’s wider objectives

Understanding the condition of buildings and using this information to plan ahead

Effectively managing statutory compliance, health and safety, and estate-related risks

Understanding and monitoring energy, water and utility use

Using reliable estate data to monitor performance and inform investment decisions

A BMS is only one part of effective estate management, but it can provide valuable information and control to support several areas covered by SEMS.
